If you want to receive your license in a town other then your own town, you must apply to your town municipality and request a dispatch.
You need to apply for your wedding license with your prospective spouse.

Fill out a marriage declaration form at the wedding application office (a photograph must be attached to one copy and one copy must be certified by the village headman).
